The Ohio-Kentucky-Indiana Regional Council of Government (OKI) conducted a two-year Major Investment Study (MIS) for the Eastern Corridor to identify a framework for addressing the long-term transportation needs. Completed in 1999, the MIS concluded that the most effective strategy for the Eastern Corridor needed to:

1) encompass a multi-modal approach
2) provide support for economic goals
3) provide a balanced consideration of impacts and environmental protection
4) carefully consider land use during detailed analyses and implementation.

The MIS study concluded that a new transportation corridor crossing was needed over the Little Miami River, and identified a conceptual multi-modal plan that could meet long-term needs. Public involvement was a key part of the planning and decision-making process. The Eastern Corridor MIS recommendations were formally adopted by OKI in April 2000 and are incorporated in the region’s long range transportation plan.
